It was formed in 2008 from the merger of the Netherlands Environmental Assessment Agency (MNP) and the Netherlands Institute for Spatial Research (RPB), and is based in The Hague. PBL is an autonomous research institute within the government organisation, formally part of the Ministry of Infrastructure and Water Management, and other ministries also commission its work. Its analyses and assessments provide evidence-based strategic knowledge for policymakers, politicians, civil-society organisations and the wider public, on current issues as well as those of the near and distant future. Research fields include sustainable development, energy and climate change, biodiversity and nature, agriculture, transport, land use, housing and the urban environment, and air quality. PBL conducts both solicited and unsolicited research, and its independence is anchored in its statute. It is one of the three Dutch policy assessment agencies, alongside CPB and SCP. PBL recruits researchers and analysts with backgrounds in environmental science, economics, spatial planning, modelling and data science, and offers internships and PhD trajectories with universities.
